Proposal to buy EVMs in Planning Commission

সূত্র জানায়, প্রকল্পের লক্ষ্য সম্পর্কে নির্বাচন কমিশন থেকে বলা হয়েছে, স্বচ্ছ নির্বাচনি ব্যবস্থা প্রতিষ্ঠা এবং গণতন্ত্রের প্রাতিষ্ঠনিকীকরণ করা হবে। সেই সঙ্গে তথ্যপ্রযুক্তির টেকসই ব্যবস্থাপনার সক্ষমতা বাড়ানো হবে। আরও বলা হয়েছে, আগামী জাতীয় সংসদ নির্বাচনে ১৫০ আসনে ব্যবহার করা হবে ইভিএম। পর্যায়ক্রমে দেশের সব সংসদীয় আসনে এটি ব্যবহারের জন্য কাস্টমাইজেশন, সংরক্ষণ এবং অন্যান্য ব্যবস্থাপনা বিকেন্দ্রীকরণ করা হবে। সেই সঙ্গে স্থানীয় সরকারের সব পর্যায়ের নির্বাচনে ব্যবহার করা হবে এই ইভিএম। নির্বাচনে সম্পৃক্ত কর্মকর্তা-কর্মচারীদের ইভিএমে ভোট গ্রহণে সক্ষমতা বাড়ানো হবে। এছাড়া ভোটারদেরও ইভিএমে ভোট দেওয়া শিখন এবং সচেতনতা বৃদ্ধির কার্যক্রম পরিচালনা করা হবে।

নির্বাচন কমিশনের প্রস্তাবিত কাগজপত্র ঘেঁটে দেখা যায়, প্রকল্পটি বাস্তবায়নে কর্মচারীদের বেতনভাতাসহ প্রায় ২২ ধরনের খাতে ব্যয় ধরা হয়েছে ২৮ কোটি ৪৩ লাখ টাকা। এছাড়া পরামর্শক সেবা খাতে ব্যয় হবে ২ কোটি ১৬ লাখ টাকা। মোটরযান মেরামত ও সংরক্ষণ খাতে ২১ কোটি ৭২ লাখ টাকা। আসবাবপত্র মেরামত ও সংরক্ষণে ৫ কোটি ৬৩ লাখ টাকা।

অন্যান্য যন্ত্রপাতি ও সরঞ্জামাদি মেরামত ও সংরক্ষণের জন্য খরচ হবে ২৪৫ কোটি টাকা। এছাড়া অন্যান্য ভবন ও স্থাপনা মেরামত ও সংরক্ষণ খাতে ২ কোটি টাকা এবং ভ্রমণ খাতে ব্যয় ধরা হয়েছে আড়াই কোটি টাকা। আরও আছে প্রশিক্ষণ খাতে ৫২ কোটি টাকা। আউটসোর্সিং জনবলের জন্য ১২৫ কোটি টাকা। অন্যান্য মেশিন ও সরঞ্জামাদি ভাড়া বা নিরাপত্তাসামগ্রী ভাড়া বাবদ ১৩১ কোটি ৬২ লাখ টাকা ব্যয় ধরা হয়েছে। সেই সঙ্গে আসবাবপত্র ও ওয়্যারহাউজের র‌্যাকের জন্য ৫৬ কোটি ৩৫ লাখ টাকা ব্যয় ধরা হয়েছে। এছাড়া অডিও-ভিডিও বা চলচ্চিত্র নির্মাণে চাওয়া হয়েছে ২ কোটি ৮৩ লাখ টাকা।

প্রকল্প প্রস্তাবে নির্বাচন কমিশন থেকে বলা হয়েছে, ইভিএম-সংক্রান্ত আগের একটি প্রকল্পের আওতায় নির্বাচন কমিশন সচিবালয়ের বেজমেন্টে অস্থায়ীভাবে স্থাপন করা হয়েছিল ইভিএম কাস্টমাইজেশন সেন্টার। এখন সেখানে নির্বাচন কমিশনের নকশা অনুযায়ী পার্সোনালাইজেশন সেন্টার স্থাপনের কার্যক্রম চলছে।

ফলে কাস্টমাইজেশন সেন্টারটি দ্রুত অন্যত্র সরিয়ে নেওয়া প্রয়োজন। এজন্য এই ব্যয় বর্তমান প্রস্তাবিত প্রকল্পে ধরা হয়েছে। এছাড়া প্রকল্পের আওতায় ৫৪৩টি ডাবল কেবিন পিকআপ ভ্যান কেনা প্রয়োজন। যেহেতু প্রকল্পটি দেশব্যাপী বাস্তবায়িত হবে, সেহেতু কার্যক্রম মনিটরিংয়ের জন্য ৮টি জিপ এবং ৭টি মাইক্রোবাস প্রয়োজন। কিন্তু বর্তমান চলমান প্রকল্প থেকে ৪টি জিপ এবং ৬টি মাইক্রোবাস প্রস্তাবিত প্রকল্পে ব্যবহার করা যাবে।

About 262,500 sets of EVMs will be required in each of these 7 polling booths. In addition, 50,000 sets of EVMs will be required for voter education and 25,000 sets for training. A total of 3 lakh 38 thousand sets of EVMs will be required. Among the EVMs purchased under the ongoing project, 1 lakh 38 thousand are operational. For this, 2 lakh EVMs will be purchased under the proposed scheme.

Several responsible officials of the Planning Commission said that the PEC (Project Evaluation Committee) meeting will be held after receiving the project proposal. It will be seen there whether the cost of the project including purchase of EVMs has been overestimated or not.
